An attorney for 37 years, Greg has extensive experience and expertise in a wide variety of areas of law both as a litigator and legal adviser. As a civil litigator, Greg has practiced in the areas of general civil litigation, insurance coverage and bad faith, public agency law and defense, public agency contract law, business contract law, employment law, real estate law, construction law, civil rights, environmental law, and eminent domain and inverse condemnation law (flooding, landslide and land subsidence), including many complex litigation matters. In the field of inverse condemnation, Greg has litigated over a hundred cases arising in connection with all significant flooding events in the Sacramento area and greater Northern California region since 1986, including being lead defense counsel in cases against a number of counties, cities and reclamation districts arising out of catastrophic flooding and levee failures in the Counties of San Joaquin, Sacramento and Yuba. Greg has also served as General Counsel and Coverage Counsel for many years to several Joint Powers Risk Pooling Authorities, including the Public Agency Risk Sharing Authority of California (comprised of over 30 California cities), the Employment Risk Management Authority (comprised of over 200 California cities) and the Central San Joaquin Valley Risk Management Authority (comprised of over 50 California cities). Greg has extensive trial experience in the state and federal courts and is licensed to practice in both California and Nevada. Prior to joining Gavrilov & Brooks, Greg was a founding partner and member for over 30 years of a prominent Sacramento-based law firm. He has also served as a judge pro tem and arbitrator and has participated in the settlement conference program for Sacramento County. 


Born in New York and raised in the U.S. Virgin Islands, Greg is a graduate of the Rochester Institute of Technology (B.S. 1980) and Pacific McGeorge School of Law (J.D. 1983). He has been an invited speaker at the West Coast Casualty Construction Defect Annual Seminar, the California Association of Joint Powers Authorities Annual Conference, the County Counsels’ Association of California and the Association of Northern California and Nevada Defense Counsel Basic Training Seminars. 


Greg is admitted to practice by the California State Bar (1983) and the Nevada State Bar (2006) and is licensed to practice before all state courts in California and Nevada, the U.S. District Courts for the Northern, Eastern and Central Districts of California, the U.S. District Court for the District of Nevada and the U.S. Court of Appeals for the Ninth Circuit.
